What Is the OUPV License?
The USCG-approved Operator of Uninspected Passenger Vehicles (OUPV) license allows the holder to carry up to 6 paying passengers on an uninspected vessel of 100 gross tons or less. In most instances, an OUPV license will suffice for charter fishing vessels, SCUBA diving vessels, sailing charters and tour boats.

There Are 3 Types of OUPV Licenses
      OUPV Inland
The OUPV Inland license is restricted to operation shoreward of the boundary line—excluding the Great Lakes. This license is valid for uninspected vessels of 100 gross tons or less. An OUPV Inland license requires at least 360 days of documented experience in the operation of vessels, with 90 of those 360 days occurring in the last 3 years. Experience gained prior to 15 years of age may not be counted. The OUPV Inland license can be upgraded to an OUPV Near Coastal license once you have achieved 90 days of experience seaward of the boundary line.
 
OUPV Great Lakes & Inland
This license requires 360 total days of boating experience, with at least 90 days of service occurring specifically on the Great Lakes. 
 
OUPV Near Coastal
This license is valid for vessels up to 100 gross tons and is good for up to 100 nautical miles. The OUPV Near Coastal license also requires at least 360 days of documented experience in the operation of vessels, 90 of which must be gained seaward of the boundary line. Additionally, 90 of these 360 days must have occurred in the last 3 years. This is also good Inland & Great lakes. Experience gained prior to the age of 15 will not be counted.
